No entity will spend lots of money and/or time solving a problem they don’t know about. Even when they have been made aware of the problem, they must also be made aware of the frequency, the possible cost of solving it and the possible cost of not solving the problem, among other things. The costs are mental, physical and financial.
Consensus must be built. It may take a lot of time. Being knowledgeable, approachable and persistent is important.
